Objectives, strategy and vision

The basic duty of the National Prosecution Authority is to ensure the realisation of criminal liability as part of the processing chain of criminal matters with high effectiveness and quality, taking into consideration the legal protection of the involved parties.

Key indicators of the efficiency and quality of prosecutorial activity are the speed of case processing and the consistency in the use of different types of decisions.

Strategic main objectives of prosecutorial activity

The average decision-making and processing times in prosecutorial work meet the requirement of handling cases without undue delay.

The right to bring charges in suspected offences does not lapse for reasons attributable to the prosecutor.

Prosecutors’ written decisions are drafted in compliance with statutory requirements, avoiding unnecessary repetition of substantive evidence.

The resources of the Prosecution Authority are primarily directed to the performance of its core function.

Human resources strategy of the Prosecution Authority

The objective of the Prosecution Authority’s HR strategy is to ensure adequately resourced, competent, and well‑being staff.

The priorities focus on developing the size and structure of personnel, anticipating and strengthening competence, and supporting well-being at work. In practice, this includes, among other things, more proactive workforce planning, smoother recruitment processes, more effective support services, and measures that strengthen work management, community, and communication.

Vision

National Prosecution Authority – a competent, progressive, influential and just enforcer of criminal liability. We provide a good environment for the important work that we do.

A vision is a matter of will. It is a clear and definite description of what we at the National Prosecution Authority want to be in the future. The vision must feel personal, energetic and worth pursuing. It will not be realized without efforts in everyday life, where our operating environment and laws change, our working tools develop and internationalization progresses.

Performance Targets for 2026–2029

The Ministry of Justice and the Prosecution Authority have agreed on the performance targets and the resources required to achieve them. The targets are set out in the performance agreement (text in Finnish).

The performance targets of the Prosecution Authority for 2026–2029 are as follows:

  • Prosecutors process incoming cases promptly and efficiently within a nationally consistent criminal procedure, without compromising the legal protection of citizens.
  • Cooperation with pre-trial investigation authorities and the courts is organised in a way that speeds up the processing of criminal cases throughout the entire criminal justice chain.
  • Digitalisation and the development of ICT systems improve productivity, enable cost-effective and uniform operations, and support the renewal of operational processes.
  • Staff turnover, competence, and well-being support the effectiveness of operations.
  • The Prosecution Authority operates proactively, ensures safe and uninterrupted operations, and prepares for changes in the operating environment.
  • Management and decision-making are knowledge-based and guide the allocation of resources, the monitoring of performance, and the smooth functioning of the criminal procedure chain.

The implementation of these performance targets is reported to the Ministry of Justice in the semi-annual report and in the annual report (text in Finnish).
